With reference to Colonial Office letter
45457 of the 23rd. instant, I am directed by
Viscount Grey of Fallodon to transmit to you here-
with copy of a telegram from His Majesty's Minister
in Peking regarding the formation of a Labour Corps
of Chinese coolies.
I am to state that Lord Grey considers most
practical the second alternative mentioned by Sir
J.Jordan namely the enrolment of coolies in the
Leased Territory of Weihaivei.
